Dispute resolution - Public agencies must establish dispute resolution procedures on construction methods in 143-128 that include mediation. SL 2001-496
Award of contract shall be made to the lowest responsible responsive bidder. If he follows directions and fills out the proposal forms he would be responsive.
“Socially and economically disadvantaged individuals” per USC 637 are “those who have been subjected to racial or ethnic prejudice or cultural bias because of their identity as a member of a group without regard to their individual qualities.” and [(637(5)] are those “whose ability to compete in the free enterprise system has been impaired due to diminished capital and credit opportunities as compared to others in the same business who are not socially disadvantaged.”
