SB 914 - Additions & Revisions Effective January 1, 2002
Dual Bidding * Separate prime bids shall be received 1 hour before single prime
bids and all bids opened after all bids are received.
* Bids may awarded to either the lowest single prime or lowest separate prime bids.
* The amount a subcontractor bids to a single prime bidder shall not
exceed the amount that he bids on his separate prime bid.
Reporting April 1 of each year, all public entities shall report to the Secretary of Administration the cost & effectiveness of the various contracting methods offered.
UNC & Community Colleges shall report quarterly to the Secretary on the performance of the minority business program.
All other public agencies report semiannually.
