Bidders must identify the minority businesses they will use, list good faith efforts and dollar value of minority work
Detailed documentation of good faith efforts made is required if percentage goal is not met
Proposed utilization equal to or more than goal “gives rise to presumption” that bidder has made the required good faith effort
