10% goal for state projects
- State Agencies, Community Colleges and State Universities projects

10% goal for all local projects costing $100,000 or more, where state appropriations and grant funds are used (regardless of amount of state funds).
- A local government unit that has adopted a different verifiable goal prior to 12/01/01, may still use that goal if it had and continues to have sufficient evidence to justify the use of that goal.
